820 Isenberg Street Redevelopment

PBR HAWAII is supporting the Department of Hawaiian Home Lands (DHHL) with redevelopment planning support and environmental documentation for its property at 820 Isenberg Street.

The objective of this project is to integrate federal environmental (National Environmental Policy Act (NEPA)), state environmental (Hawai‘i Revised Statutes (HRS) Chapter 343), federal Section 106 consultation, and developer procurement process (Request for Proposal (RFP)) to effectively move forward in developing this prime urban asset for the Department of Hawaiian Home Lands.

This integrated approach leverages the environmental process to provide timely and meaningful community and beneficiary input in the review and selection of a development concept. The planning scope includes: 1) oversight and management of sub-consultant baseline studies; 2) support in developing an RFP to solicit developer proposals; 3) preparation and processing of a HRS Chapter 343 Environmental Impact Statement to evaluate alternatives, and preparation and processing of a NEPA environmental assessment, should federal funds be used for construction.
