PBR HAWAII supported HCDA to prepare a community-based long-range plan for the Heʻeia National Estuarine Research Reserve (NERR)at Heʻeia State Park. The planning process included: 1) working with a facilitator respected by the community to engage in one-on-one and small group stakeholder meetings; 2) an open public meeting. The community engagement outcomes were paired with a review and analysis of the many overlapping management plans for Heʻeia to make long-term recommendations for integration of the NERR with Heʻeia State Park. The plan recommendations provide a framework for the planning of physical improvements, management of these improvements, and the planning of programs and activities.
